About Dale
Dale C. Shackelford is a prisoner incarcerated at the Idaho State Correctional Center south of Boise.
Convicted in 2000 of two counts of first degree murder and sentenced to death in Latah County (Moscow) Idaho, Shackelford spent 22 months in a windowless basement cell at the county jail awaiting trial and sentencing, and another 10 years on Death Row at the Idaho Maximum Security Institution before being resentenced in 2011 to three consecutive life sentences (without possibiity of parole). Shackelford's case is currently before the U.S. District Court for the District of Idaho on habeas corpus. A ruling on his case is expected in 2018.
Shackelford has filed several successful lawsuits and a significant number of administrative grievances against the Idaho Department of Correction - the majority of which have resulted in policy changes and settlements with the state that benefit all Idaho prisoners regarding inmate mail, property authorization and retention, electronic communications and discrimination by staff. Shackelford's efforts have also caused the IDOC and the private prison contractor CoreCivic (formerly known as Corrections Corporation of America which until 2014 operated the Idaho Correctional Center - now ISCC) to revamp their public records access, and prisoner access to IDOC Standard Operating Procedures (SOPs).
